UN High Commissioner for Human Rights Volker Türk
United Nations High Commissioner for Human Rights Volker Türk has called for the establishment of a robust and independent national institution to monitor the conduct and ensure the accountability of Bangladesh's law enforcement and security agencies.
Türk underscored this priority on Monday (September 7) while addressing the global human rights landscape during the 63rd session of the UN Human Rights Council in Geneva, Switzerland.
In his address, Türk emphasized that the United Nations has consistently advocated for an effective, autonomous institutional framework capable of maintaining oversight over security sector operations.
This renewed call follows human rights violations documented during the 2024 mass uprising. In response to those events, the Office of the United Nations High Commissioner for Human Rights (OHCHR) published an extensive fact-finding report on February 12, 2025, which put forward 44 targeted recommendations aimed at achieving sustainable human rights reforms across Bangladesh.
Chief among those recommendations was the creation of a standalone oversight mechanism to review law enforcement conduct. The OHCHR report also prioritized impartial investigations into severe rights abuses, institutional reforms within the security sector, enhanced civilian oversight, and systemic accountability.
Concurrently, various UN agencies have pressed for the empowerment of the National Human Rights Commission (NHRC) of Bangladesh. They contend that the commission requires explicit statutory authority to directly investigate allegations of human rights violations leveled against members of law enforcement.
International bodies also emphasized equipping the NHRC with adequate financial and human resources, alongside implementing transparent, merit-based, and participatory appointment procedures compliant with the Paris Principles.
