Political affiliations played no part in the appointment of vice-chancellors to public universities across the country, Education Minister A. N. M. Ehsanul Hoque Milan informed Parliament, categorically dismissing claims that political loyalty superseded institutional seniority, advanced academic credentials, and administrative track records.
The formal clarification came in a written response to a query raised by Jamaat-e-Islami lawmaker Nurul Islam Bulbul during Tuesday's (September 8) parliamentary sitting, presided over by Deputy Speaker Kaiser Kamal. In the absence of the senior minister, State Minister for Education Bobby Hajjaj stood on the House floor to deliver the responses during the scheduled question-and-answer hour.
The Education Minister maintained that every VC selection under the incumbent administration strictly adhered to the statutory framework outlined in the respective university charters. Institutional seniority, superior academic credentials, depth of teaching and research contributions, administrative competency, and academic leadership potential formed the sole evaluation criteria. Political leanings or party backgrounds were entirely excluded from the selection process.
Elaborating on the administration’s guiding principles, Milan emphasized that a vice-chancellor's fundamental mandate is to steer academic excellence, uphold administrative neutrality and institutional accountability, safeguard the rights of all campus stakeholders, and guarantee a secure, democratic campus environment. He highlighted that universities have been issued explicit directives to run administrations strictly in compliance with established acts, rules, and statutes.
The minister noted that governance is being decentralized by revitalizing statutory bodies—including the Syndicate, Senate, and Academic Council—to handle key academic and administrative choices. Financial discipline is being reinforced through routine audits and transparent balance sheets, alongside concrete protections for freedom of expression and legitimate rights for faculty, students, and staff. Milan warned that should specific allegations of corruption, nepotism, or administrative excess surface against any sitting vice-chancellor, authorities will launch immediate statutory inquiries and enforce strict penalties. Reaffirming the state's pledge toward university autonomy and unbiased education administration, he declared that future leadership appointments will similarly prioritize competence, integrity, and proven administrative merit.
