The Capital Market Stabilization Fund (CMSF) is playing a crucial role in safeguarding investor interests, securing undistributed dividends and shares, and ensuring long-term stability in Bangladesh's capital market. Since its inception, CMSF has successfully transferred approximately Tk 350 crore in cash and shares (at market value) to more than 5,000 investors.
Md. Wasi Azam, Additional Director of the CMSF Operations Division, disclosed this information during a recent interview with the national news agency BSS.
Wasi Azam stated that a key feature of the organization's operations is treating every valid claimant with equal importance and returning their legitimate assets, regardless of whether the claim amount is small or large.
Illustrating this approach, he noted that outcomes range from a small investor receiving a claim as minor as Tk 28 to a large investor recovering assets valued at over Tk 1 crore through CMSF. Beyond individual investors, various government institutions have also successfully reclaimed their entitled dividends through the fund in the past.
The Additional Director of the CMSF Operations Division observed that investors in delisted companies within the Bangladeshi stock market previously faced prolonged period of significant uncertainty. Typically, after a firm is delisted from the stock exchanges, the respective exchanges do not assume responsibility for settling the investors' dues or shares, creating a severe risk of stranded investments.
He explained that under such circumstances, CMSF acts as an effective investor protection mechanism under the initiative of the regulatory body, the Bangladesh Securities and Exchange Commission (BSEC). The institution takes active steps to verify claims, settle assets, and return funds to delisted companies' investors through a transparent framework.
Highlighting a recent case involving Beximco Synthetics Limited, he mentioned that investors of the company are gaining the opportunity to receive cash against each share by transferring their holdings to CMSF. As a result, numerous investors are benefiting from transparent and reliable settlement facilities under regulatory supervision.
It is worth noting that CMSF, governed under the Capital Market Stabilization Fund Rules, 2021 framed by BSEC, currently acts as the custodian of various assets on behalf of investors, including undistributed cash dividends, bonus shares, and rights shares.
According to CMSF sources, the institution currently holds assets worth approximately Tk 1,600 crore under its management. This includes around Tk 900 crore in cash funds and roughly Tk 700 crore in shares (at market value). CMSF continues to fulfill a vital institutional role in efficiently managing these assets and protecting investor interests.
