Although the Cabinet approved the new National Pay Scale 2026 on August 31, the official gazette notification and executive implementation orders remain pending, clouding the timeline for its rollout.
Under the approved framework, basic pay across the existing 20 grades will jump by 100 to 142 percent, taking effect retroactively from July 1, 2026. The baseline basic pay for Grade-20 rises from Tk 8,250 to Tk 20,000, while Grade-1 fixed salary increases from Tk 78,000 to Tk 1,56,000. Basic salaries will be disbursed in three phases, while revised allowances will become operational from January 1, 2028.
The new pay structure incorporates 11 major adjustments across benefits and service rules:
House Rent Allowances Trimmed: Rent percentages decline from 50–65% to 40–60% in Dhaka, from 40–55% to 30–50% in other city corporations and Savar, and from 35–50% to 25–45% elsewhere. Actual cash values will nevertheless increase due to the steep hike in basic pay.
Age-Tiered Medical Allowances: Replacing the flat Tk 1,500 monthly sum, medical allowances are tiered by age: Tk 3,000 for up to age 50; Tk 4,000 for ages 51–60; Tk 5,000 for ages 61–70; and Tk 6,000 for over 70. Pensioners will receive identical age-based increments.
Graded Annual Increments: The uniform 5% annual increment will now apply only from Grade-20 through Grade-6. Increments taper to 4% for Grade-5, 3.5% for Grades 4 and 3, and 2.75% for Grade-2.
Universal Mobile Allowance: Mobile allowances expand to all civil servants—Tk 500 monthly for Grades 1–5 and Tk 150 for Grades 6–20.
Doubled Conveyance Allowance: Transport allowance doubles from Tk 300 to Tk 600 monthly.
Tiffin and Washing Hikes: Tiffin allowance rises from Tk 200 to Tk 500, while washing allowance jumps from Tk 100 to Tk 300.
Child Disability Allowance: Employees with special-needs children will receive Tk 3,000 per child monthly, up to a two-child cap (maximum Tk 6,000).
Noboborsho Allowance Scaled Back: Bangla New Year allowance drops from 20% to 15% of basic salary, while risk allowance increases by 20%.
Pension Slabs Overhauled: Net monthly pensions will feature a minimum floor of Tk 10,000 and an upper ceiling of Tk 70,200.
Accelerated Time Scale: The threshold for higher pay grades drops from 10 years to 8 years, followed by 6 years for a second tier. The 10% special incentive initiated in 2024 will be phased out.
Armed Forces Alignment: Entry pay for Non-Combatant Enrolled personnel starts at Tk 21,000, with Major Generals pegged at Tk 1,56,000, alongside 10–15% upward revisions across risk, flying, and specialized defense benefits.
The restructuring is projected to benefit roughly 2.4 million serving military and civil servants, alongside 925,000 pensioners nationwide.
