In a major move to popularize retail digital transactions, Bangladesh Bank has directed that payments made via Bangla QR codes must be credited to merchants' accounts instantly, starting October 1, 2026.
Payment Systems Department-1 of the central bank issued a circular on Thursday (September 17) to all scheduled banks, mobile financial services (MFS) providers, payment service providers (PSPs), and payment system operators (PSOs). The instruction supersedes previous directives outlined in a circular dated November 24, 2025.
Under the new regulatory framework, all financial entities facilitating Bangla QR transactions must ensure real-time merchant settlement. Furthermore, financial service providers are required to display the standardized Bangla QR icon—as prescribed in the central bank’s January 6, 2021 circular—prominently within their mobile applications.
The central bank also stipulated that by October 31, 2026, institutions must enable payments through uploading Bangla QR images alongside direct camera scanning. Within the same deadline, all checking, savings, and card accounts must be integrated to facilitate outbound payments via Bangla QR scanning on respective mobile applications.
The directives were issued under the authority vested in the central bank pursuant to Section 18(2) of the Payment and Settlement Systems Act, 2024.
