In a major policy relief for export-oriented apparel manufacturers, the Ministry of Commerce issued a statutory notification on Wednesday afternoon (September 23) abolishing the mandatory prior permission requirement for importing raw yarn and fabric under bonded warehouse facilities.
Previously, ready-made garment (RMG) exporters were required to obtain recurring bureaucratic clearances and utilization declarations from the Directorate of Textiles and customs authorities before importing raw yarn varieties not produced domestically in sufficient quantities, causing shipment lead-time delays of two to three weeks.
Under the deregulated import guidelines, compliant textile and garment exporters holding valid bond licenses can directly import all authorized counts of cotton yarn, polyester filaments, and blended woven fabrics through designated sea and land customs ports without prior ministry endorsements.
Announcing the commercial deregulation in Dhaka on Wednesday, Commerce Secretary Md. Selim Uddin stated, "To enhance the global competitiveness of our readymade garment sector and shorten export lead times for international retail buyers, the government has eliminated cumbersome import permission barriers. This procedural easing will help exporters secure raw materials swiftly and meet stringent autumn delivery timelines."
The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and the Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) hailed the decision as a momentous reform, noting that automated import processing will lower logistics overheads and safeguard export volume targets amid sluggish global consumer demand.
