To enforce strict accountability and eliminate cost overruns across public infrastructure projects, the Central Procurement Technical Unit (CPTU) under the Implementation Monitoring and Evaluation Division (IMED) on Thursday (September 24) expanded its nationwide capacity-building program on the electronic Project Management Information System (e-PMIS).
The training program, conducted at the CPTU institutional complex in Sher-e-Bangla Nagar, brought together senior executive engineers, procurement directors, and accounts officers from key executing agencies, including the Roads and Highways Department (RHD), Local Government Engineering Department (LGED), and Bangladesh Railway.
The e-PMIS digital platform provides automated tracking of physical civil works progress, real-time photographic site verification, contractor performance scoring, and computerized invoice verification against milestone deliveries, permanently replacing subjective manual logbooks.
IMED Secretary highlighted that government development projects historically suffered from chronic schedule delays and unwarranted budget revisions due to paper-based oversight bottlenecks. The electronic system ensures that contractor bills are processed strictly based on verified physical progress.
Procurement experts demonstrated how the system's automated anomaly detection algorithms flag fraudulent billing attempts, unauthorized subcontracting, and timeline discrepancies before project funds are disbursed from the central treasury.
The planning authorities announced that starting from the next quarter, all development project proposals (DPPs) exceeding Tk 25 crore will be legally required to interface with e-PMIS before fund releases are sanctioned by the Planning Commission.
