A graphic on the government pay scale for public servants
The government has constituted a high-powered, six-member cabinet committee headed by the Minister for Finance and Planning to review the salary structure, pay grades, and allowances of public servants. An official gazette notification regarding the formation of the committee was issued by the Cabinet Division on Thursday (November 5). Alongside the Finance and Planning Minister as its convener, the committee includes four cabinet ministers and one state minister as members: the Minister for Home Affairs, the Minister for Law, Justice and Parliamentary Affairs, the Minister for Education, the Minister for Health and Family Welfare, and the State Minister for Public Administration and Food.
According to the terms of reference outlined in the notification, the committee is mandated to examine and resolve grievances regarding anomalies and disparities in the existing national pay scale for government employees, formulating actionable recommendations for the government. It will also review proposals to upgrade or downgrade specific pay grades, adjust discrepancies among various grade tiers, assess the rationale for introducing new risk allowances or other special financial benefits, and determine the necessity of revising, increasing, or rationalizing existing allowance rates.
Top bureaucratic leadership—including the Cabinet Secretary, Principal Secretary or Secretary to the Prime Minister, Secretary of the Ministry of Public Administration, Secretary of the Finance Division, and secretaries of relevant ministries and divisions—will assist the committee in its proceedings. The notification further noted that the committee may co-opt additional members as needed, convene meetings on a need-based schedule, and receive comprehensive secretarial and administrative support directly from the Finance Division.
