Al-Haiatul Ulya Lil-Jami'atil Qawmia Bangladesh, the apex governing authority for Qawmi madrasas in the country, has imposed a blanket ban on corporal and mental punishment of students across all affiliated institutions, directing every boys' and girls' madrasa to immediately form and activate a "Student Protection Committee."
The mandatory directives were issued on Saturday under the instructions of Al-Haiatul Ulya Chairman Allama Mahmudul Hasan to all six Qawmi education boards and their affiliate seminaries nationwide.
The policy explicitly stipulates that student discipline must strictly serve moral correction and spiritual welfare rather than retaliation or anger. Striking students with canes, sticks, or any object, hitting the face or sensitive areas, and inflicting injuries causing bleeding or bruising are completely outlawed. The guidelines equally prohibit verbal abuse, public humiliation, derogatory name-calling, and all forms of psychological harassment. Disciplinary actions must follow graduated steps: starting with gentle counseling, followed by mild verbal reprimands if needed, and in unavoidable cases, formally alerting guardians in writing to agree on joint corrective measures. Violating teachers will face accountability under both Islamic jurisprudence and the law of the land.
Furthermore, every madrasa must institute a functional Student Protection Committee. Upon receiving any complaint of harassment or misconduct against an instructor, student, or staff member, the committee must finalize an investigation within seven days. For grave allegations, the accused must be temporarily suspended or relieved of institutional duties during the probe. Any madrasa failing to form a committee, keeping it inactive, or neglecting actionable complaints faces suspension or permanent cancellation of its ilhaq (institutional affiliation).
The authority affirmed that while impartial justice against individual perpetrators is mandatory, collective blame must not be cast on the Qawmi educational framework or the ulema community. To counter false accusations and avoid unfair media trials, individual education boards have been directed to introduce independent monitoring cells, legal aid panels, and hotlines, with Al-Haiatul Ulya providing a central WhatsApp support desk (01700-763178).
The framework was formulated drawing upon the pedagogy of classical Deobandi scholars, including Hakimul Ummat Maulana Ashraf Ali Thanvi (RA) and Shaykhul Hadith Maulana Muhammad Zakariya Kandhlawi (RA), following decisions adopted at Al-Haiatul Ulya's 69th standing committee meeting on September 12
