The government is committed to reforming the Bangladesh Bar Council and elevating the country’s legal profession to unprecedented heights to inspire the next generation to pursue law, Law, Justice and Parliamentary Affairs Minister Md. Asaduzzaman said on Tuesday.
Addressing as the chief guest the inauguration of a new Dhaka Bank sub-branch at the Bangladesh Bar Council building in the capital’s Ramna area this evening, the minister emphasized the necessity of structured professional training, skill enhancement, and complete administrative transparency within the regulatory body.
Highlighting a long-standing gap in institutional grooming, the minister noted that while civil servants and judges undergo rigorous foundational training upon entering service, newly enrolled advocates are largely left to gain experience through informal apprenticeships under senior practitioners. To address this, he announced an initiative to allocate Tk 50 crore this year exclusively for advocates' professional training, indicating that budgetary funding could increase progressively in the future.
Touching upon issues in the financial and banking sector, the minister expressed concern over procedural delays in disbursing approved loan funds to entrepreneurs despite meeting all statutory criteria, mortgaging property, and issuing security checks. He urged the banking sector to address the plight of genuine borrowers in such situations.
The law minister also highlighted the professional vulnerabilities faced by lower-level bank staff. He noted that junior bank officers often initiate financial files solely on the instructions of higher authorities. When irregularities or legal disputes arise, these junior employees find themselves ensnared in court proceedings simply because their signatures appear on the documents. He urged banking regulators and authorities to explore protective frameworks for lower-level officials who execute orders under institutional duress.
Regarding financial governance within the Bar Council, the minister announced plans for mandatory external audits alongside internal reviews to ensure robust fiscal accountability. He reiterated that while the government respects the council’s statutory independence, the ministry will extend all necessary coordination to elevate the legal fraternity.
He urged stakeholders to keep the Bar Council free from partisan politics and corrupt practices, transforming it into a center of intellectual excellence, merit, and diligence that will attract young legal minds.
The event was also addressed by Bangladesh Bar Council Vice Chairman Senior Advocate Zainul Abedin, MP, Attorney General Barrister Md. Ruhul Quddus Kazal, Supreme Court Senior Advocate Barrister Md. Bodruddoza Badal, and Dhaka Bank Chairman Abdul Hai Sarker.
