Dhaka South City Corporation (DSCC) has issued a show-cause notice to a contractor after detecting serious irregularities in the ongoing footpath and drainage improvement project on Bailey Road in the capital.
The civic body has also ordered the demolition and reconstruction of a 9-metre guide wall that was built without complying with the approved technical specifications.
According to DSCC, allegations of violating contractual terms and engineering standards surfaced during the project stretching from the Officers' Club intersection to Hair Road in Ward 19 under Region-1.
On Sunday night at around 10:30pm, DSCC Administrator Bir Muktijoddha Md Abdus Salam made an unannounced inspection of the construction site in front of Bungalow No. 24 on Bailey Road. During the visit, he found that the contractor had failed to use the quality of construction materials specified in the approved schedule and technical specifications while building the guide wall.
He also observed that concrete casting was being carried out at night without the presence or approval of the corporation's assigned engineer or work assistant.
DSCC said the General Conditions of Contract (GCC), Section 3, requires the use of approved construction materials and adherence to quality control standards in all development works.
As the contractor violated those provisions, the corporation ordered the immediate suspension of the work under GCC Clause 27 relating to the rejection of defective works.
The contractor has also been instructed to demolish the completed portion of the guide wall and reconstruct it in accordance with the approved standards.
In addition, DSCC has served a show-cause notice on the contractor, DIC & AW (JV), for violating the Public Procurement Rules (PPR) and contractual obligations. The company has been asked to submit a written explanation within three working days. The notice was issued on Monday and signed by Region-1 Executive Engineer Saiful Islam Joy.
Administrator Abdus Salam said DSCC would not tolerate any irregularities, substandard construction or corruption in development projects.
He added that the city corporation is following a zero-tolerance policy to ensure quality in all infrastructure projects and that surprise inspections will continue. Strict legal and contractual action will be taken against anyone found violating project standards.
