Home Affairs Adviser Salahuddin Ahmed has reaffirmed the government's commitment to fully implementing the July National Charter, saying every provision and principle of the charter will be put into effect through constitutional and institutional reforms.
He made the remarks on Wednesday (August 5) while speaking as the chief guest at a reception and discussion programme for the families of July martyrs and July Warriors, organised by the Ministry of Liberation War Affairs at the Bangladesh-China Friendship Conference Centre in the capital.
Salahuddin Ahmed said the government was determined to implement "every letter and every spirit" of the July National Charter. He stressed that the aspirations of the July Mass Uprising could only be fulfilled through national unity, constitutional reform and stronger democratic institutions.
He said political parties must work together to carry out constitutional amendments and institutional reforms in line with the public mandate, adding that the July Mass Uprising was not the achievement of any single individual or political party but the collective accomplishment of the people of Bangladesh after years of democratic struggle, enforced disappearances, killings and political repression.
Calling on political parties and citizens to avoid divisions over the legacy of the movement, he said, "If we continue to ask who owns July even after freeing ourselves from authoritarian rule, then July will belong to no one."
The adviser urged all democratic forces to remain united to ensure that fascism never returns to Bangladesh.
He said the ongoing reform process would eventually institutionalise the ideals of the July Mass Uprising through constitutional amendments, creating a democratic framework capable of preventing the return of authoritarian rule in the future.
On the issue of enforced disappearances, Salahuddin Ahmed said the government was preparing legislation to prevent such crimes and ensure justice for victims. He expressed hope that the proposed law would soon be placed before Parliament.
Commenting on the Awami League, he said political parties, like individuals, could face trial for crimes against humanity. However, he added that the future of any political party should be determined by the judiciary rather than the executive branch.
Describing the July Mass Uprising as a defining national achievement in Bangladesh's history, the adviser called on all political forces to work together to uphold its ideals through unity, democratic reforms and the full implementation of the July National Charter.
