Differences of opinion represent a natural feature of a democratic parliamentary system, remarked Speaker of the Jatiya Sangsad Hafiz Uddin Ahmed on Thursday. He made the observation during his valedictory address marking the prorogation of the third session of the 13th National Parliament.
The Speaker noted that alongside articulating differing views, active participation in parliamentary business, mutual respect, and maintaining a cordial atmosphere enrich democratic culture. Urging all members to prioritize the national interest, he reiterated the Leader of the House's appeal to reject the culture of abusive rhetoric, voicing hope that lawmakers will uphold parliamentary norms, traditions, and decorum in upcoming sessions.
Commencing on August 27, the third session ran for nine working days before concluding on Thursday (September 10). On the final day, Leader of the House and Prime Minister Tariq Rahman, alongside Leader of the Opposition Shafiqur Rahman, delivered their concluding remarks. Speaker Hafiz Uddin Ahmed then read out the prorogation order from President Mirza Fakhrul Islam Alamgir to adjourn the House.
Across its nine-day run, the session logged notable legislative productivity: six bills were tabled and passed. Beyond legislation, over 48 parliamentary standing committees were formed or reconstituted, alongside three special committees.
Under parliament’s rules of procedure, lawmakers submitted notices on critical national issues. Under Rule 68, two of seven notices were accepted and discussed. Under Rule 71, 14 of 15 accepted notices were deliberated, while 124 notices were received under Rule 71(A) for two-minute statements. One of two notices under Rule 147 was debated, and one notice was raised under Rule 302. In the question-and-answer hour, the Prime Minister answered 15 out of 144 queries submitted, while ministers addressed 1,678 out of 2,676 notices received.
