In the most extensive administrative overhaul since Chairman Ahsan Habib assumed leadership, the National Board of Revenue (NBR) has executed wide-ranging transfers across its direct tax administration, placing Selina Sultana at the helm of the Central Intelligence Cell (CIC) as its first-ever female Director General.
The reshuffle directly impacts crucial enforcement and intelligence leadership positions, including the leadership of the Central Intelligence Cell and the Directorate of Income Tax Intelligence & Investigation.
Official notifications issued by the NBR on Thursday confirm that 22 Commissioners of Taxes have been assigned new postings across various tax zones and specialized divisions. In a synchronized promotional move, 12 Additional Commissioners of Taxes have been elevated to the rank of Commissioner of Taxes (Current Charge) and posted to key operational zones nationwide.
The appointment of Selina Sultana marks a historical milestone for revenue intelligence. Having previously served as the Commissioner of Taxes for Taxes Zone-4, Dhaka, she now takes charge of the revenue board's apex intelligence apparatus.
Under the fresh circulars, outgoing CIC Director General Mohammad Abdur Rakib has been reassigned as the Commissioner of Taxes for Taxes Zone-8, Dhaka. Meanwhile, Syed Mohidul Islam, the current Secretary General of the BCS (Taxation) Association, has been appointed Director General of the Directorate of Income Tax Intelligence and Investigation, transferring from his previous post as Director General of the Directorate of Taxes Inspection.
Administrative documents reveal that the structural readjustments proceeded in two phases: the NBR first notified the elevation of the 12 Additional Commissioners to Current Charge Commissioner posts, followed by comprehensive transfer orders redistributing a total of 22 Commissioners across strategic urban and regional tax jurisdictions.
The latest restructuring follows a sequence of institutional adjustments across civil administration following recent governmental transitions. Earlier, Mohammad Abdur Rakib was posted as CIC chief after heading the Income Tax Intelligence unit, where he was succeeded by Lutfunnahar Begum; under the latest directives, Lutfunnahar Begum has been reassigned to lead Taxes Zone-19, Dhaka.
The scale of this administrative reorganization mirrors earlier wide-scale transfers in direct taxation, including the September 2024 reshuffle where 40 tax commissioners were reassigned—during which current NBR Chairman Ahsan Habib was initially posted from Taxes Zone-15, Dhaka to lead the Central Intelligence Cell before his eventual elevation to head the revenue authority.
