Invest Bangladesh and China Railway Construction Corporation (CRCC) have signed a memorandum of understanding (MoU) to establish a framework for investment cooperation, with the Chinese state-owned group exploring opportunities in several key sectors of Bangladesh’s economy.
Prime Minister Tarique Rahman witnessed the signing ceremony in Mongla on Thursday, alongside Invest Bangladesh Chairman Ashik Chowdhury and CRCC Chairman Dai Hegen.
Saleh Ahmed, a member of Invest Bangladesh’s Industrial Zone Division, signed the agreement on behalf of the investment promotion agency, while Li Chongyang, chairman of China Civil Engineering Construction Corporation (CCECC), signed on behalf of CRCC.
Under the non-binding MoU, CRCC and its subsidiaries will explore potential investments in transport and logistics, renewable energy, waste-to-energy, rail equipment assembly and vocational training.
The agreement also covers potential investment opportunities in state-owned enterprises operating in the chemicals, sugar and food, steel and engineering sectors. Invest Bangladesh will facilitate coordination with relevant government agencies.
The MoU does not grant CRCC any preferential rights or create binding investment commitments.
The signing ceremony took place ahead of the Prime Minister’s inauguration of construction work on two new container jetties at Mongla Port. CCECC, a subsidiary of CRCC, is the contractor for the port expansion project, which includes the construction of both jetties.
The Bangladeshi delegation included Shipping Minister Shaikh Rabiul Alam, State Minister for Shipping Md Razib Ahsan, Invest Bangladesh Chairman Ashik Chowdhury and Mongla Port Authority Chairman Rear Admiral Arif Ahmed Mostafa, along with senior officials of Invest Bangladesh.
CRCC Chairman Dai Hegen led the Chinese delegation, which included representatives from the corporation and its subsidiaries.
The agreement aims to identify investment projects that could strengthen local manufacturing, connect Bangladeshi suppliers with regional supply chains and create employment opportunities.
It also aligns with the government’s targets of generating 10 million jobs by 2030 and building a trillion-dollar economy by 2034.
Ahead of the signing, the delegations visited the 110-acre site designated for the China-Bangladesh Mongla Economic Zone. An MoU for the development of the economic zone was signed in Beijing on 25 June 2026.
CRCC is a Chinese state-owned engineering and construction group and a Fortune Global 500 company. It ranked 57th globally by revenue in 2026.
The latest agreement follows a meeting between Prime Minister Tarique Rahman and CRCC Chairman Dai Hegen on the sidelines of the World Economic Forum’s Summer Davos meeting in 2026.
